Sažetak:

Ovaj rad analizira ulogu Europske agencije za graničnu i obalnu stražu (Frontex) u kontroli vanjskih granica Evropske unije tokom perioda intenzivnih migracionih pritisaka (2015-2024). Istraživanje koristi multivarijantnu metodologiju koja kombinuje analizu zvaničnih statističkih podataka, evaluaciju pravnog okvira i kritičku analizu izvještaja međunarodnih organizacija. U fokusu analize je period nakon migracijske krize 2015. godine, kada je Frontex doživio fundamentalnu transformaciju svog mandata i operativnih kapaciteta. Rezultati pokazuju da je agencija ostvarila djelimičan uspjeh u smanjenju nezakonitih prelazaka granice na određenim rutama, posebno na Istočnoj Sredozemnoj ruti nakon EU-Turska sporazuma iz 2016. godine. Međutim, analiza otkriva i značajne strukturalne probleme, uključujući dokumentovana kršenja ljudskih prava, nedostatak transparentnosti i odgovornosti, te zavisnost od saradnje sa autoritarnim režimima. Rad zaključuje da trenutni model zahtijeva fundamentalnu reformu kako bi se ostvario balans između operativne efikasnosti i poštovanja međunarodnih humanitarnih standarda.

Abstract:

This paper analyzes the role of the European Border and Coast Guard Agency (Frontex) in controlling the external borders of the European Union during a period of intense migration pressures (2015-2024). The study employs a multivariate methodology that combines the analysis of official statistical data, an evaluation of the legal framework, and a critical analysis of reports from international organizations. The focus of the analysis is the period following the 2015 migration crisis, when Frontex underwent a fundamental transformation of its mandate and operational capacities. The results show that the agency has achieved partial success in reducing irregular border crossings on certain routes, particularly on the Eastern Mediterranean route following the 2016 EU-Turkey agreement. However, the analysis also reveals significant structural problems, including documented human rights violations, a lack of transparency and accountability, and a reliance on cooperation with authoritarian regimes. The paper concludes that the current model requires fundamental reform to achieve a balance between operational effectiveness and respect for international humanitarian standards.
